The America’s Job Center of CaliforniaSM (AJCC) Operators Request for Qualifications (RFQ) submission deadline has been extended to Tuesday, September 26, 2024.

The purpose of the AJCC Operator RFQ is to solicit proposals from organizations interested in managing an AJCC serving adults and dislocated workers, including those with significant barriers to employment, in finding high-quality jobs and careers, and to assist employers hire and retain skilled workers. Funds will NOT be awarded through this process as the sole purpose of the RFQ is to establish the Qualified List of proposers before issuing the full Request for Proposal (RFP). The RFQ is open to both current AJCC contractors as well as qualified organizations that have not previously contracted with the City of Los Angeles. Community-based organizations, non-profit organizations, workforce intermediaries, private-for-profit entities, educational institutions, and public agencies that meet the required qualifications are eligible to apply.

EWDD is soliciting Request for Qualification (RFQ) proposals to pre-qualify consultants to provide professional workforce related consulting services on an as-needed basis to support its work toward an innovative, diverse, equitable, and inclusive workforce development system. Approved respondents to this RFQ will be placed on a list of eligible consultants, also known as the Qualified List of Workforce Consultants (Qualified List), for future use to support the implementation of various workforce development strategic plans and other programmatic initiatives.

Inclusion on the Qualified List does not guarantee that a consultant will be contracted to provide services with the City. The Qualified List will remain valid for a period of three years from the date it is finalized. During that time period, the City may request services with any of the pre-qualified consultants on the Qualified list, depending on the needs of the EWDD. Respondent may address one or more of the following solicited service categories:

  2. Infrastructure/LAWIN
  3. AdvantAGE LA - Older Workers

EWDD is soliciting Request for Qualification (RFQ) proposals from consultants that are able to provide professional workforce administrative and evaluation-related consulting services on an as-needed basis to support an innovative, diverse, equitable, and inclusive workforce development system.

EWDD provides a broad range of programs that offer assistance in the areas of business support, employment and youth development. All programs are designed to grow and improve Los Angeles’ economy while building a well-trained and job-ready workforce. EWDD is seeking to pre-qualify experienced, competent entities to provide workforce administrative and evaluation consulting services in support of its mission to:
  1. Increase access and opportunities to employment and training programs by integrating an equitable approach for the delivery of workforce development services and activities
  2. Reduce employment and economic disparities across historically marginalized communities
  3. Effectively respond to fast evolving economic and labor market conditions that tend to disproportionately affect vulnerable populations

This Request for Qualifications (RFQ) is seeking to pre-qualify experienced, competent entities to provide program monitoring services of its workforce development programs. EWDD’s Workforce Development Division (WDD) manages workforce development programs that are funded by federal, state, and local governmental agencies as well as by private entities.

Program monitoring is conducted to ensure compliance with the regulations and requirements of the funding source, to review progress toward achieving contract performance goals, and to identify both best practices for effectively serving clients and opportunities for improvement. Program monitoring is essential to ensure compliance with applicable laws, Workforce Innovation and Opportunity Act (WIOA) regulations, state and local policies, procedures, and quality of service delivery expectations.
