L.A. Comeback Checks Program

To help stop the spread of COVID-19, the City of Los Angeles is launching SafePassLA, which requires certain establishments to verify that patrons (not employees) are vaccinated against COVID-19. On October 7, 2021, the City of Los Angeles adopted an ordinance to require proof of a full COVID-19 vaccination to enter the indoor portions of food establishments, gyms, entertainment and recreational locations, personal care establishments, and outdoor events within the City, as well as certain City facilities.

SafePassLA launches on November 8, 2021, with City outreach and education. Enforcement will begin November 29, 2021. Please note that this page will be updated with more information and resources as they become available.


COVERED LOCATIONS


The requirement to show proof of full vaccination against COVID-19 applies to the following covered indoor locations. Outdoor events that have between 5,000 to 9,999 attendees are also included. Covered locations in each category are not limited to the examples shown below.

  • Yoga, pilates, cycling, barre, and dance studios
  • Hotel gyms, boxing and kickboxing gyms, and fitness boot camps
  • Any facilities used for conducting indoor group fitness classes
Entertainment & Recreation Venues

  • Shopping centers, movie theaters, bowling alleys, arcades, card rooms, family entertainment centers, play areas, pool and billiard halls, and other recreational game centers
  • Live performance venues including: performing arts theaters, music and concert venues, live performance venues and adult entertainment venues
  • Commercial event and party venues, sports arenas, and convention centers
  • Exhibition halls and museums

Outdoor events with 5,000-9,999 attendees are also included. For these events, attendees are permitted to show a negative COVID-19 test taken within 72 hours of entry in lieu of proof of vaccination.



REQUIRED SIGNAGE


Beginning on November 8, 2021, a covered location shall display prominently on its premises, visible to patrons prior to entrance, an advisory notice informing patrons that, beginning on November 8, 2021, proof of vaccination is required to enter any indoor portion of a covered location (or large outdoor event).

ASKING PATRONS TO SHOW PROOF OF VACCINATION

Proof of Vaccination

Before patrons can access the indoor portion of the business, upon the first interaction with staff, a covered location is required to check the patrons proof of full vaccination. For those patrons who appear to be 18 years of age or older, the business must cross check the proof of vaccination status with photo identification. Patrons attending large outdoor events have the option of providing proof of a negative COVID-19 test taken 72 hours before entry.

One of the following options will demonstrate proof of vaccination:
  • vaccination card issued by the U.S. Centers for Disease Control and Prevention (CDC), or similar documentation issued by another foreign governmental agency, such as the World Health Organization
  • photocopy of a vaccination card or a photograph stored on a phone or electronic device
  • personal digital COVID-19 vaccine record issued by the State of California, or similar documentation issued by another state, local, or foreign governmental jurisdiction, or by a private company
  • documentation of a COVID-19 vaccination from a healthcare provider

PROOF OF A NEGATIVE COVID-19 TEST
Proof of a Negative COVID-19 Test

A printed document, email, or text message displayed on a phone from a test provider or laboratory that shows results of a Polymerase Chain Reaction (PCR) or Antigen COVID-19 test that was conducted within 72 hours before entry. The printed document, email, or text message must include the person’s name, type of test performed, date of the test, and negative test result.

The City and County of L.A. are providing free COVID-19 tests at drive-thru, walk-up and mobile testing sites. For more information and to find a site near you, visit COVID19.LACounty.gov/Testing.




EXEMPTIONS


A patron may be exempt from demonstrating proof of COVID-19 vaccination prior to entering an indoor portion of a covered location if they are entitled to reasonable accommodation due to a medical condition, restriction, or a sincerely held religious belief. To be eligible for an exemption due to a medical condition or restriction, or a sincerely held religious belief, a patron must provide the covered location with a verbal self-attestation to qualify for the exemption.

If the covered location determines that the patron has met the exemption requirements, the patron should be directed to use an outdoor area. If an outdoor area is not available, the patron may be permitted to use an indoor area by providing proof of a negative COVID-19 test taken within 72 hours before entry and photo identification. Additional Exemptions
  • Brief use of indoor restrooms, brief pick up or drop off of food and other services, or performing necessary repairs
  • Nonresident performing artist, nonresident professional athlete/sports team, and nonresidents who are accompanying an artist or athlete/sports team
  • All locations operated by Los Angeles World Airports

ENFORCEMENT


Enforcement of the ordinance begins November 29, 2021. An operator of a covered location or outdoor large event may be issued a citation for failure to comply with the ordinance.
The Administrative Citation schedule is as follows:
  1. First violation - A warning and a notice to correct
  2. Second violation - An administrative fine of $1,000
  3. Third violation - An administrative fine of $2,000
  4. Fourth and subsequent violations - An administrative fine of $5,000 for a fourth and each subsequent violation
